[ntcir:128] Announcement - NTCIR3 CLIR Data Release

We are happy to make an announcement that topics and relevance assessment 
data of NTCIR-3 CLIR task becomes available. You can download the data sets 
from the NII server.

The procedure is as follows:

(1) Download Application Form (plain text) , Formal Application (PDF), 
and The terms of use (PDF) from
http://research.nii.ac.jp/ntcir/permission/perm-en.html
(Japanese version of the files is avaiable at 
http://research.nii.ac.jp/ntcir/permission/perm-ja.html )

(2) Fill out the Application Form (plain text) and send it by E-mail 
to ntc-secretariat@xxxxxxxxx

(3) Fill out a printed copy of the Formal Application (PDF) and send 
it by postal mail or courier to the Address below.

(4) After we receive BOTH of the two applications, the information
